MID-ATLANTIC REGIONAL CONFERENCE
HALL OF FLAME
In 2016, a special “Presidents Committee”, chaired by the prior year Conference Chair Ryan Henigan, was formed whose task was to implement CFMA Regional Awards for the Mid-Atlantic Regional Conference. There are many people who work hard and are passionate about CFMA, and many thought those people deserve recognition.
First, to decide on the two awards: It seemed obvious to have a “Founders” award and a “Leadership” award, but what should they be named? Too often, we create “Memorial Awards” instead of honoring the people who came before us while they are here to enjoy it. An informal survey was taken of long-time members, and two names were mentioned consistently: David Casey and Anthony R. Stagliano were two people in this region who lit the fire for CFMA and then carried the flame forward. The two awards were then created, and criteria were formed:

Named in honor of David Casey, CPA, CCIFP—founding president of the national Construction Financial Management Association and the visionary who established CFMA as the premier forum for construction financial professionals—this award recognizes individuals who have made outstanding, pioneering, and sustained contributions to CFMA at the local chapter, Mid-Atlantic Regional Conference, and national levels.
Recipients must demonstrate a minimum of five years of active participation and leadership, including meaningful involvement in the Mid-Atlantic Regional Conference, dedicated service to their local chapter, and significant contributions at the national organization. They exhibit exceptional enthusiasm for promoting the Mid-Atlantic Regional Conference, serve as innovative thinkers who advance strategic goals, and foster collaboration among construction financial professionals and industry partners. Awardees lead by example with the highest standards of professional ethics and personal integrity, consistently representing CFMA in an ethical manner, inspiring and motivating others, and creating a compelling vision that strengthens the association’s mission of education, networking, and knowledge-sharing across all levels.
This award honors those who, like David Casey, ignited the original flame and continue to ensure its enduring brightness through visionary leadership, unwavering commitment, and exemplary ethical conduct.
Named in honor of Anthony R. Stagliano, CPA, CCIFP (CFMA Member #229)—a foundational leader who helped establish the Philadelphia Chapter, championed construction industry education, and dedicated decades to mentoring and advancing CFMA within the Mid-Atlantic region—this award recognizes exceptional leadership, service, and ethical conduct that directly strengthens the Mid-Atlantic Regional Conference and its participating chapters.
Recipients must demonstrate a minimum of five years of active participation, with primary emphasis on sustained, impactful contributions to the Mid-Atlantic Regional Conference and their local chapter. While national involvement is valued, the award particularly celebrates those whose leadership is most evident in driving the success of Mid-Atlantic initiatives, including educational programming, member engagement, and regional collaboration. Awardees exhibit boundless energy and a strong commitment to mentoring, while upholding the highest standards of professional ethics and personal integrity above all else. They consistently model ethical behavior, promote transparency and trust, maintain the highest levels of personal and professional conduct, and serve as role models of integrity for the construction financial management community. Through their leadership, they inspire colleagues, execute initiatives that advance the region’s strategic goals, and embody the passion that keeps the CFMA flame burning brightly across the Mid-Atlantic chapters.
This award honors those who, like Anthony R. Stagliano, have served as dedicated stewards and ethical leaders within the Mid-Atlantic community, ensuring its continued vitality and growth.

For the first three years, it was decided that the President of each participating chapter of the Mid-Atlantic Regional Conference would be eligible to nominate one person per award, though their nominees could be from any participating chapter as well as from their own chapter. Once nominations were received, the Presidents Committee would review and vote on the winners. The winners would be honored at the Reception with an award.
In addition, it was decided there should be a “perpetual trophy” called “The CFMA Mid-Atlantic Regional Hall of Flame” where the names of the annual winners are engraved, and this can be displayed at future regional conferences. As 2016 is the first year for the Mid-Atlantic Hall of Flame, David Casey and Tony Stagliano were honored, and each received an original “replica” of the perpetual trophy.
For the 4th year, it was decided to open the awards up so that any member in good standing from the participating Mid-Atlantic Chapters could nominate someone. The previous winners would then, as a committee, vote for the winners.
